JOB SUMMARY

The Investigation Specialist I/II provides administrative support and assistance to the Kentucky Lottery Corporation (KLC) employees, retailers, law enforcement, and members of the general public in security related matters. Reviews complaints from players, retailers, and internal reports daily and conducts initial investigation to determine anomalies and if any further investigation is required. Works with Lottery data systems and vendors, such as International Game Technology (IGT), to assist in Lottery issues such as excessive cancels, Keno spikes, burglary and/or theft.  Provides required G-guard software program maintenance including monthly access audits and assists with updates to the Security Department’s processes in the Enterprise Risk Management program. 

 

*This position will be filled at level I or II depending on the experience and skill level of the selected candidate.

 

ESSENTIAL DUTIES/RESPONSIBILITIES

 

  • Performs initial screening and research into reported security complaints/incidents from players, retailers and/or internal reports. Prepares preliminary cases to disseminate to field investigators for assignment.

 

  • Assists players, retailers and stakeholders with problems having security implications.

 

  • Evaluates and analyzes information utilizing electronic data systems in order to arrive at valid conclusions.

 

  • Compiles security winner files and authenticates draw game tickets as necessary.    

 

  • Conducts regular forensic examinations and analysis of data extracted from KLC systems to identify incidences, patterns or trends of fraudulent activity related to prize claims and/or ticket validation activity. Requires compiling concise reports related to findings and conclusions, and regular interaction and briefings with management from Security and Information Security.

 

  • Coordinates the Security Department’s role and responsibilities within the Enterprise Risk Management program by ensuring that the Security Department’s documentation is accurate and up to date.

 

  • Assists in compiling security winner files and authenticating draw game tickets utilizing G-guard software. Provides G-guard program maintenance annually and on an as needed basis.           

 

  • Assists field sales staff with pack management, transfers, and/or retailer issues.

 

  • Serves as backup to perform security duties including IGT daily file transfer, Badge/Building Access, Corporate mail and HelpSi.

 

  • Performs additional duties as assigned by manager.

KNOWLEDGE/SKILLS/EXPERIENCE

Incumbent must possess the following combination of knowledge/skill and experience:

Investigation Specialist I:

  • High school diploma or equivalent required.
  • Minimum of two years' experience in law enforcement (sworn or unsworn) or in a security field. Experience in fraud related investigations preferred. A combination of education and work experience within a lottery or gaming organization may be accepted in lieu of experience requirement.
  • Fundamental knowledge and experience with Microsoft office applications, including Word and Excel.
  • Experience in data analysis helpful, or a willingness to learn. 
  • Must be able to collect, analyze, and draw conclusions from data obtained from various KLC system platforms with the ability to effectively document and communicate findings into logical formats.
  • Requires exceptional interpersonal skills and diplomacy, while representing KLC’s position and interests. Must be able to work with, and communicate effectively and professionally with coworkers, retailers, and players.
  • Must be willing to work in a team environment and handle security sensitive information with a high level of discretion and confidentiality.
  • High attention to detail with strong organizational skills. A keen ability to prioritize and multi-task.

Investigation Specialist II:

  • College degree or certification in law enforcement forensics field is preferred.
  • Five or more years of relevant work experience in a security field, fraud related investigations, or within a lottery or gaming industry.
  • Excellent computer skills including extensive knowledge and experience in data mining software and Microsoft Office applications, with emphasis on Word and Excel.

This position has no supervisory responsibilities.
