The Paralegal/Legal Assistant provides assistance to the VP General Counsel & Corporate Secretary and the Legal Department in all legal matters affecting the Lottery.  Conducts basic legal research, answers Open Records Act requests, processes drafts of game rules and regulations for all games, administers contracts and insurance matters, provides case management for litigation, and works with the Legal Department, Lottery employees, and state agencies to ensure compliance with state law and regulations. Performs various duties of the Legal Department that are required at regular or periodic intervals, in a timely and appropriate manner, and according to law or internal policies or procedures, if applicable.                                                  



  • Provides administrative and clerical support, to the VP, General Counsel & Corporate Secretary, including preparation of legal documents and correspondence, prepares contracts and letters, transcribes tapes, and works on projects as assigned by VP, General Counsel & Corporate Secretary. Monitors and tracks internal requests for legal assistance.


  • Schedules legal meetings, orders legal publications as needed and files replacements pages, arranges for Kentucky Bar Association (KBA), Louisville Bar Association (LBA) & miscellaneous membership dues to be paid.


  • Serves as the corporation’s Custodian of Records. Prepares responses and obtains information for requests for records made under the Kentucky Open Records Act as required by law and policy. Determines information subject to or excluded from the Open Records Act under Kentucky law.


  • Proofreads, revises, and finalizes in a timely manner draft scratch off, instant play and terminal-generated game rules and regulations based on draft rules and working papers provided by the ticket vendors and the Marketing Department. Makes VP, General Counsel & Corporate Secretary aware of any issues. Ensures that trademark opinion letters have been provided.  


  • Maintains contract, insurance, litigation, game and other files of the Legal Department such that files are organized and updated in a timely manner. Insures proper maintenance, storage and destruction of such files according to the Lottery’s policy.


  • Monitors, calls, faxes, emails, and logs information daily into Legal Management File System regarding vendor contracts for return of signed and/or faxed contracts. Scans contracts and distributes to appropriate staff. Contacts vendors to obtain updated insurance certificates and to request timely return of contracts. Monitors vendor insurance certificates.


  • Submits personal service contracts and other documents to state government, collects necessary information from other departments and contacts representatives of state government on any issues relating to such contracts.


  • Assists the Accounts Receivable Department with the preparation and tracking of liens. Addresses questions concerning liens placed on retailer’s property and requests for full and partial lien releases from retailers, other creditors of retailers and the general public.


  • Assists Retailer Licensing, Retail Accounting, and Accounts Receivable with negotiating, tracking, monitoring, releasing and other matters pertaining to letters of credit and surety bonds provided by retailers. Assists the Finance Department with submission of retailer collection cases to Revenue Cabinet and monitoring.


  • Reviews and handles petitions for the assignment of annuity prize payments, including tracking the filing of petition, hearing, and all required actions up to the closing of the file, acknowledgment letter and payment from petitioner.


  • Assist the VP, General Counsel & Corporate Secretary with case management of litigated matters, in coordination with outside counsel.


  • Tracks legal expenses of outside counsel. Processes approved invoices for payment and address any issues.


  • Monitors and tracks simple bankruptcy and foreclosure matters in-house and by outside bankruptcy counsel, prepares and files any proof of claim, objection, answer or other pleading as dictated by the VP, General Counsel & Corporate Secretary.


  • Assists the Security and Finance departments in monitoring security checks of major lottery specific vendors, and performance bonds.


  • Updates the log of corporate-owned trademarks. Alerts VP, General Counsel & Corporate Secretary of filing requirements and deadlines.


  • Assists the Finance, Information Technology, Information Security, and Operations departments prepare applications for the Lottery’s Directors and Officers (D&O), cyber and general liability coverage. Monitors auto, casualty and other insurance claims.


  • Performs various other duties as assigned or as needed.


  • Bachelor’s degree and/or degree in paralegal studies is required.
  • Minimum of five years’ paralegal experience is required.
  • Requires strong organizational skills.
  • Ability to utilize legal matter management software on a daily basis to log and track various matters.
  • Understanding of legal research techniques and familiarity with statutory organization, case law reporters, Westlaw/Lexis or similar research data bases.
  • Must have an understanding of and familiarity with the court system and legal proceedings.
  • Must be proficient in Microsoft products, including but not limited to, Outlook, Excel, PowerPoint, Word, Teams, OneDrive and SharePoint, as well as proficient in scheduling and internet research.
  • Experience with litigation and contract administration is preferred.




  • Office environment – This role will have designated days in the office. Option to work remotely – approximately one day a week based on the needs of the business.
